France and Russia sign an academic degree agreement


The intergovernmental agreement between the Russian Federation and the French Republic on the mutual recognition of academic degrees was signed in the building of the Twelve Colleges of the St. Petersburg University. According to the Russian education minister Vladimir Filippov, “now the Russian degree of Candidate and the French degree of Doctor will be recognized in both countries as equal.” The place for signing was chosen because the agreement had been prepared in St. Petersburg.

Vladimir Filippov noted that France had never signed such documents with other countries, “and this precedent attests to the quality of our dissertations.” Russia has so far had agreements on the mutual recognition of academic degrees only with former Communist and African countries.
