On December 23, 1718 Peter I Founded the Colleges, New Bodies of State Authority
The new institutions replaced the old and ineffective offices of the Moscow state. The new bodies of authority were divided according to their profile and were based on the collegiate system. The new colleges were comprised of the College for Foreign Relations, the College of War, the College of Admiralty, Justiz-College (College for Justice), Kommerz-College (College of Commerce), Manufactur-Berg-College (industry, crafts, natural resources), Kamer-Kontor (finances and budget), Staats-Kontor (state expenses), and Revision-Kontor (financial audit). During the times of Peter the Great the number of colleges and their functions were revised numerous times. It was only in the early 19th century that a transfer was made to a more straightforward system of Ministries.
